The Houston Read Commission (HRC) is a nonprofit urban literacy coalition that makes free literacy services available and accessible to adults and families. Established in 1988 by the Mayor and City Council of Houston, the Commission is now one of the largest urban literacy coalitions of its kind in the United States with 180 members. The Houston READ Commission's goal is to combat illiteracy and promote economic self-sufficiency by offering programs in adult basic education, GED preparation, English as a Second Language, family literacy, life skills, pre-employment and workplace skills, workforce development and financial and computer literacy.  HRC provides the following to the “Read By Six  Initiative”: 1. Certificates for children and  “Exemplary Sites”,  2. Volunteers to test children at qualified childcare facilities.  3. A program Coordinator to review progress reports.
